100% Affordable Housing scheme marked at Exeter site
03 June 2026
Our South West region has transferred the initial tranche of Affordable properties to a local housing association at one of its sites in the city.
The South West region built the properties for local people under its Westbury Partnerships brand. Half of the 40 properties have already been constructed and handed over to LiveWest, with the second half to follow later this summer.
Both parties marked the handover of the properties in Newcourt, Exeter on-site alongside local City Councillor James Cookson. The homes, 22 social rent and 18 shared owner units, are based adjacent to a previous Persimmon development.
Significant portions of the site comprises public open space, and biodiversity enhancements have been put in place to support the development and habitat for wildlife. Existing quality trees, including a significant Oak tree, will be preserved as part of the enhanced open space within the development.
As part of the planning process, the accredited five-star developer collaborated closely with the local Newcourt Community Association and committed to undertake road works to widen the bend on Omaha Drive adjoining River Plate Road.
Persimmon has a significant presence in Devon, especially near Exeter with two outlets in Tithebarn on the city’s outskirts. Homes at Ashworth Place and Cherrywood Grange are available from £229,995. It is also a leading developer at the Cranbrook new town.
LiveWest, part of Bromford Flagship LiveWest, is planning to provide around 5,000 affordable homes over the next five years across the South West.
Marking the handover, Persimmon Homes South West Land & Planning Director Rob Clark said “We are really pleased with the progress made at this scheme in Newcourt, making the most of the land here to ensure local people have the secure home they need in a great part of the city.
“These 40 properties help address the local housing waiting list and providing a cost-effective way to get on the housing ladder for young people – something of which we can be very proud.”
Gareth Jones, Development Director for LiveWest, added “We are pleased to be working with Persimmon Homes at Newcourt to bring a further phase of much-needed affordable homes to the city and to a well-established neighbourhood.
“The new homes will include social rent and shared ownership and make a real difference to people’s lives. These new properties provide good quality, secure and energy-efficient properties and a place to call home for those in need of a home to rent or buy in Exeter.”
Cllr James Cookson, Exeter City Councillor for Topsham ward, commented “I really welcome the collaboration between Persimmon and LiveWest to provide Affordable Housing in my ward which I know will be greatly appreciated by the new residents.
“Building homes for local people and creating jobs for local people are key parts of the Council’s agenda for Exeter so I am pleased to see this scheme near completion.”
