Council approves 190 zero-carbon ready homes in North Baddesley
19 October 2026
Test Valley Borough Council’s planning committee has approved the South Coast region’s outline application for 190 zero-carbon ready homes at Packridge Farm, North Baddesley.
The decision will pave the way for much-needed new homes to meet local needs as well as £2.5m of investment into local services and infrastructure. Local buyers will also be given priority through our innovative local homes guarantee.
This high-quality scheme will see over half the site retained as green space totalling almost 10 hectares. A range of new walking routes, ponds, wetland habitats and areas to support local wildlife will also be created. In addition to the green space provided, we will also commit almost £370,000 to improving the North Baddesley Recreation Ground and over £600,000 to Mountbatten School.
The scheme will include a range of starter, family homes and bungalows to meet local housing needs, with 76 homes to be made available for shared ownership or rent. All homes on site will be zero-carbon ready and include a range of highly sustainable, low carbon technologies such as heat pumps, solar panels and electric vehicle charging points.
A Local Homes Guarantee will also be included that will see 50 per cent of all homes on site reserved for local buyers for the first six months, helping to give local residents first priority.
Matt Allsopp, Senior Strategic Land & Planning Manager for Persimmon Homes said:
“We’re delighted to see our high-quality plans recognised and approved by the council, as we know there is an urgent need for homes in the area, particularly starter and family housing for first-time buyers and families.
“The 10 hectares of green space to the south of the site will make this development a really attractive and enjoyable place to live and benefit the whole community more widely.
“We’re also pleased to focus our developer contributions on local services and facilities that directly benefits residents living in North Baddesley.”
The application is an outline application for up to 190 homes including 76 affordable homes. This will comprise a mix of homes for shared ownership and affordable rent. A Reserved Matters application will follow next year confirming the final details of the scheme and, subject to planning, we are aiming to start work on site early in 2028.
