House builder and local authority sign agreement for new homes in Ilminster

Somerset Council has formally granted outline planning permission for a major new residential development in Ilminster after Persimmon Homes South West finalised a Section 106 agreement and progressed proposals for the first 100 homes.
The accredited five-star developer has now submitted the first Reserved Matters application following its updated outline approval for up to 400 high-quality new homes on land to the south-west of Canal Way.
Following a resolution to grant at committee in January 2024. Persimmon have now secured Outline Planning Permission and the reserved matters for the first phase has been submitted, compromising of 97 new sustainable, high-quality homes. The proposal brings forward a modernised design that places sustainability, green infrastructure, and community benefits featuring modern sustainable methods, providing Air Source Heat Pumps and Electric Vehicle charging for each home.
The development will make a significant contribution toward local housing need, with 35% of the properties being transferred to a social housing provider for local people.
Finalising the Section 106 agreement also unlocks nearly £3.5 million of investment into community services, infrastructure and facilities, supporting a lasting legacy for Ilminster while creating new jobs during construction.
As part of Persimmon’s sustainability commitments, and provide extensive green open space. Plans include enhancing existing hedgerows and trees, introducing further woodland, species-rich meadows, allotments, and an integrated circuit of play areas with pedestrian priority footpaths around the site to form biodiverse connected corridors across the development.
A comprehensive phosphate mitigation strategy will also be implemented, with sustainable drainage systems such as swales, ponds, and rain gardens improving water quality, reducing flooding risk, and supporting wildlife habitat creation.
