Planning permission for final parcel of Exeter development
19 May 2026
Our South West region has secured planning consent for the final phase of development at Hill Barton Vale in Exeter.
Under the approved plans for the consortium-run site, South West will deliver a third of the new homes consented by Exeter City Council, with 35% reserved for a local housing association.
The much-needed zero-carbon ready homes will be connected to the district heating network and fitted with solar panels and electric vehicle charging points. Animal boxes and sustainable drainage systems further bolster the site’s eco-friendly credentials.
Our initial three phases of Hill Barton Vale are already finalised, and its homes are occupied. This latest consent signals the completion of the entire site.
We have a significant presence in the area with two outlets in Tithebarn on the city’s outskirts for those who cannot wait for Hill Barton. Homes at Ashworth Place and Cherrywood Grange are available from £229,995.
Commenting, Persimmon Homes South West Managing Director Daniel Heathcote said:
“We are delighted to have secured planning approval for the final phase of development at Hill Barton Vale.
“As an Exeter-based company, we are delighted to be able bring much-needed, high-quality properties to the city, especially on this large site where multiple parties have worked together to bring an ambitious vision to life.
“We are particularly pleased that we have been able to build many green features into the scheme and reserve a large proportion for a housing association on this site.”
