Planning approval for final phases at major Exeter development

Persimmon Homes South West has been awarded planning consent to deliver the final phases of its Ashworth Place development on the outskirts of Exeter at Mosshayne.

The reserved matters approval is for 350 high-quality homes, all of which will be equipped with solar panels and electric vehicle charging points, and will be plugged into the area’s District Heat Network.

The planning permission now triggers over £2.8m in a Community Infrastructure Levy payment from the accredited five-star housebuilder towards local services and projects.

The scheme – marking the fourth and fifth phases of the development – includes allotments, a bus shelter, and other community benefits as well as environmental features such as animal boxes, tree and hedge retention, and a sustainable drainage system.

88 of the properties, marking 25% of the phases, will be reserved for a housing association, with a mixture of social rent, affordable rent, and shared ownership among them, helping alleviate pressure on the local housing waiting list.

Two, three, and four-bed homes are currently for sale on earlier phases of Ashworth Place – situated at Mosshayne to the east of Exeter – prices starting from £239,995.

“It means an additional 350 homes for local people to raise their families and achieve the dream of homeownership, 88 of which are much-needed housing association properties to help meet local housing need in the area.

“We’re also happy that the consent has triggered a substantial investment of £2.8m in local infrastructure to ensure the development works for our residents, both now and in the future.

“The sense of place we are creating is further complemented by our scheme’s inclusion of community benefits like animal boxes and an allotment.

“We’ve made excellent progress on our current Ashworth Place developments so far, and we look forward to continuing that good work on this plan, delivering quality homes for local people.
