Persimmon Homes lodges proposal for landmark West Lothian development

Plans for new community at Gavieside Farm include up to 2,800 homes, a new primary school and community facilities

Persimmon East Scotland has submitted a major Planning Permission in Principle (PPiP) application for an ambitious development at Gavieside Farm, west of Livingston.

The project, which is for a site allocated for development in the West Lothian Local Development Plan, includes plans for up to 2,800 high-quality new homes. The homes will cater to a range of local needs, with a focus on affordability and energy efficiency.

The transformative proposal would make a major contribution to tackling West Lothian’s housing emergency – with 700 of the homes specifically allocated to help local people in housing need and reduce the Council’s housing waiting list.

The project would be one of Persimmon East Scotland’s largest ever and demonstrates the Bathgate-based homebuilder’s ongoing commitment to West Lothian. The plans would see a substantial investment made in the local area to create a vibrant and sustainable new community, including:

  • A new primary school
  • Land for a modern healthcare facility
  • A village centre offering retail and community spaces to enhance local amenities
  • Employment land, creating jobs and contributing to the local economy
  • An extensive network of landscaped open spaces and recreational facilities, fostering a sense of community and enhancing biodiversity.

The application marks the initial stage of a long-term project designed to deliver homes and community amenities in phases, beginning in 2029.

Neil Parry, Managing Director for Persimmon Homes East Scotland, said:

“We’re thrilled to bring forward plans for this landmark development at Gavieside Farm. Our vision is to create a thriving, inclusive community that provides much-needed homes while contributing significantly to the local economy.

“The inclusion of a primary school, a healthcare facility, and open spaces ensures this development isn’t just about homes – it’s about building a sustainable community for the future.”

If the PPiP application is approved, detailed submissions will then be made for specific phases of the project. Construction is planned to commence in time for the first homes to be delivered from 2029.
